Why a Master Plan?

The current Warren County Master Plan was last amended in 2011. This new Master Plan will help guide growth and development in the County over the next 10 to 20 years. The Master Plan serves as a guide for the County for rezoning decisions, land development regulations, transportation improvements, budgeting, coordination of infrastructure, and more. The Master Plan is not a regulatory document. Instead, it is a guide that reflects the values and aspirations of Warren County, crafted with input from residents, businesses, and service providers. 

March 25 Open House

Thank you to everyone who attended the Warren County Master Plan Community Open House on Wednesday, March 25, 2026.  At the open house, attendees learned about the planning process, reviewed existing conditions, spoke with the planning team, and shared ideas for the future of Warren County. Scenario Planning

The current phase of the planning process focuses on researching potential growth projections for the county and evaluating a range of future growth scenarios. These scenarios will help illustrate how different development patterns could shape the county over the coming decades. Watch the video on this page to hear the planning team discuss the growth projections and explain the framework being used for the scenario planning process. Evaluations from the scenario planning will be available later this summer.

How Can I Get Involved?

Community engagement will be an essential part of updating the Master Plan. An Advisory Committee will help guide the planning. A countywide survey will help shape plan goals and priorities. There will be numerous opportunities for resident input, including multiple in-person open houses, a countywide survey, small group meetings, a website, and social media. In addition to extensive community engagement, the final Master Plan will go through a formal adoption process, including a public review period and approval by the Planning & Zoning Commission.

Discovery Report now Available!

The April 2026 ‘Discovery Report’ is the first deliverable (product) in the process of developing a Master Plan for Warren County. It represents the end of the first phase of the planning process. This report focuses on community engagement, results of the countywide survey, existing conditions, and recent trends. Download:

Logical Land Use Decision Making

An updated Master Plan will be a guide for the Planning Commission when reviewing rezoning requests, conditional use permits, subdivision plats, and other land use decisions.

While the future cannot be predicted, the County can plan and manage for growth and change.

Shared Community Priorities

Master Plans are an opportunity to develop consensus on countywide priorities that will help shape growth in the county for the next 10-20 years.
